I would like some help with a F162 continental engine, governor timing on my welding machine.?

I have an old SA200 welding machine with a 4 cyl f162 continental engine and i am having a problem gitting it cranked. the match marks on the governor gear and the driving gear is matched. and it is firing a little passed the engine timing mark on the

even with this battery, it willspin a turn or 2, then slow to almost nothing, and turn again. I got an SA-200 Continental F-162 a few months ago and am finally gettin around to working on it. this machine has set for approx. i pulled the plugs and it turns over fine. The problem is, a normal battery won't turn it over. i can cycle it with a wrench on the crank nut fine, but i had to hook it up to my cummins battery to get it to spin. as for the starter it's fine. all the valves and everything are working everything functions and moves freely, and the spark plugs had no rust, just the slight charcoal color to them. starter switch is bad though. A sticky spot somewhere and i can't find it. I got this welder for free, so is it even worth messing with or should i junk it. Any help with the starting problem is appriciated. Despite this fact, it is in great shape. brushed em out and they look great....
