when I hit 38 and 55 mph there's a low whistle or howl sound til I get a few mph higher or lower than those speeds. It could also me the turbo engine the car has. I just bought a used vw Jetta wagon and it drives great, but is faint whistle anything

Could be your wheel bearings or CV joint to me, if wheels are making noise its because of tracking.
