are 17" chrome wheels considered premium wheels?

i just got a full size Ram 1500 with 17" chrome wheels. the seller said they're premium wheels. the difference in the blue book is $900 if the truck has premium wheels. What would be the definition of Premium Wheels?

i think the 17s and 20s are the premium wheels cause i know ram has the cheep verision of ram with the the cheepo wheels
